okay, so the idea here is that these few documents are found somewhere. i'm not yet sure where. once you've read the pages, please return to this page because as usual i have questions. here are the pages, intended by their "authors" to be read in the order listed... but just as if they were actual paper documents, you are free to shuffle around in them as you will, the thing is made to be hypertext, so:

• A document headed Letter of Presentation and Procedure for the Creation of the General Report, with its Accompanying Commission Reports.
  
  
• A document headed Verification of the General Secretary
  
  
• A document headed Final Report of the Municipal Siege Resistance Planning Committee
  
  
• A document, which you note is not listed in the above Letter, headed Notes of the Special Self-Appointed Commission on Implementation

So, of course I want any and all constructive criticism and general reactions. Also my big question is, how should these documents be discovered. Some of my ideas are:

• in the city that was conquered by siege, apparently only a few short years after the documents, by the conquerors;
  
  
• in the bombed-out ruins of a city, and we find out that this was all probably developed just a few decades before the introduction of bombing warefare;
  v
• deep in the annals of a city that has withstood every siege for centuries and has immense power, but the people are all nostalgic for fabled days when life in the city were more free and the area around the city wasn't a total wasteland. the city that currently rules is not the city that these folks planned so hard to protect.

in all cases, the area around the city will be a total disaster area. it's part of the necessity.

i may just write all three of the above scenarios and have them all link to these "documents," i dunno.
